Same error message came up in a thread a couple of days ago.
See if any of the info here helps: https://community.smartbear.com/t5/Functional-Web-Testing/How-to-Use-Excel-file-with-DDT-driver-in-code-without-opening/m-p/123392#M27869

Hello, Please check if your Excel is 64 bit, it will not work.
Get your excel back in 32 bit, and run your scripts.
Hope the issue will be resolved.
Best Regards

"Hello, Please check if your Excel is 64 bit, it will not work."
Is this a problem with Excel 2016?
I use the 64 bit version of Excel 2010 with TestComplete 11.20 without any problems. (via COM)
