Can the Test Library be available across multiple projects?

I am setting up QA Complete and I would like to manage multiple projects (due to external supplier sensitivity).



I have set up a template project to copy with the necessary edits to lists and default values, however I would like to be able to access the Test Library across all projects in the company instance, primarily as this is where the regression test suite will sit. 



Is this possible? I do not want to copy the library between projects as I am promoting a single version of each regression test (i.e. a library of templates), to avoid version controlling issues across parallel running project.



I suppose I am asking in QAComplete's data model, is Test Case Management a sibling of the Project?
